Impact Benefit Plans Working Group Terms of Reference

The Impact Benefit Plans Working Group will undertake research to identify and assess potential options for the establishment of legislative requirements for:
a) proponents who intend to undertake resource development activites in the NWT to enter into negotiations for benefit agreements with affected Aboriginal groups; and
b) governments to negotiate and conclude benefit agreements with affected Aboriginal groups.
The Working Group will report it's findings to the Intergovernmental Council via the IGC Secretariat.
